Major advisory/consultancy

In the UK and Europe:

  • Led the team which rescued Cardiff from bankruptcy (1987), chaired the Public Enquiry into the affairs of Derby College, Wilmorton (1994), conducted major Inquiries into the European University Institute in Florence (1994) and into the governance and management of Cambridge University (2001).
  • Reviewed the operations of the European University Institute in Florence (1998), the governance andmanagement of Queen's University Belfast (1997), the administration of Birmingham (1995) and LSE (1996).
  • Led the IMHE/OECD group on the reform of higher education management in Central and Eastern Europe 1992-1997.
  • Adviser on the governance and management of higher education to the Review of Higher Education in Wales conducted by the Welsh Assembly (2001) and to the Review of Higher Education in Scotland conducted by the Scottish Executive.
  • Chaired the OECD Review of Irish Higher Education, 2003-4.
Outside Europe:
  • Extensive advisory work on the establishment of universities (United Arab Emirates, Cyprus, Namibia) on higher education systems (Lesotho, Kenya) and in reviewing governance and management (Malta, University of Western Australia, University of West Indies, University of Cape Town).
  • I act extensively as an advisor/consultant to UK and other universities on governance, management and planning issues as part of my work at the Institute of Education.
