Modernising universities for Europe's competitiveness in a global knowledge economy
Council Resolution (November 2007)

On 23rd November the Council of the European Union adopted a new resolution urging measures to modernise universities so as to make them drivers for the European competitiveness.

The resolution focuses on: the role of universities (through education, research and innovation) in the transfer of knowledge to economy and society; their need for sufficient autonomy, better governance and accountability to face new societal needs; the importance of Quality Assurance as driver of change; mobility of students, researchers, teachers and other staff across Europe.

The Council invites Member States to take concrete action to promote excellence, internationalisation and accountability of higher education institutions.

The Commission is invited to support the Member States with regard to the modernisation agenda and particularly to identify measures to address obstacles and challenges, to facilitate mutual learning and to evaluate the effects of the Erasmus programme.
