Delivering on the modernisation agenda for universities: education, research and innovation

The European Commission underlines the modernisation of universities as necessary for the success of the Lisbon Strategy and as part of the move towards the increasingly global and knowledge-based economy. In this Communication, the Commission identifies key changes for success.

Fragmentation of the sector, administrative overregulation and lack of openness to the business community are some of the most important obstacles that don’t allow to fully harness the enormous potential of European universities.

The Commission calls for concrete measures to: increase geographical and inter-sectoral mobility; ensure real autonomy and accountability for universities; foster a continuous and constructive dialogue with stakeholders as well as partnerships with the business community; structure programmes so as to enhance imployability; focus funding on relevant outputs rather than on inputs; enhance interdisciplinarity and transdisciplinarity; promote excellence, and make the European Higher Education Area the European Research Area more visible and attractive in the world. Action is primary for member states and university.
